Benjamin Bouvier 75e8829bec client-api: RoomSummary::heroes must be OwnedUserIds, in fact

This is imprecise from the spec wording [1], apart from a hint [2], but
these should really be user ids. In practice, this is what Synapse
returns too

ruma-client-api

ruma-client-api contains serializable types for the requests and responses for each endpoint in the Matrix client API specification. These types can be shared by client and server code.
