api: Replace bytes::Buf by AsRef<u8> for reading

This allows us to switch back to serde_json::from_slice instead of
serde_json::from_reader, because the latter is significantly slower.

ruma-client-api

ruma-client-api contains serializable types for the requests and responses for each endpoint in the Matrix client API specification. These types can be shared by client and server code.
