Update endpoints for blurhash implementation
* Add blurhash to profile and avatar endpoints.
* Add `blurhash` fields to `GET /_matrix/federation/v1/query/profile`
  and `m.room.member`.
* Add `generate_blurhash` field to `PUT /_matrix/media/r0/upload`
