identifiers: Differentiate one-time and fallback keys from device keys

Move the `DeviceKeyAlgorithm::SignedCurve25519` into the new
`OneTimeKeyAlgorithm` type.
Add `(Owned)OneTimeKeyId` and `(Owned)OneTimeKeyName` instead of using
`(Owned)DeviceKeyId`.
