Revert "Use target-applies-to-host to avoid unnecessary cache invalidation"
This reverts commit 3d65c1e957f21011ccbed709be449741998caad3. This was breaking our clippy lint configuration in .cargo/config.toml: https://github.com/rust-lang/cargo/issues/10744
